EIP-7691: Blob Throughput Increase
EIP-7691 increased blob throughput in the Pectra upgrade. The target was raised from 3 to 4 blobs per block, and the maximum from 6 to 8. This provides more headroom for rollup data posting before the fee escalator activates, effectively doubling the amount of cheap DA available per block compared to the original Dencun parameters.
